CATALOGUE NOTES This book puts a twist to the opening phrase of a soliloquy given by Prince Hamlet, "To be or not to be" as "To speak or not to speak." A dilemma not uncommon in the diplomatic profession, more so after Independence. The book remains relevant even today in the sense that it gives youngsters tips on what they should say, and what they should not - and how they should say it when they are obliged to break the rule of golden silence.
